Treat the symptoms
I agree with a recent letter writer that our only remedy in the context of today's unconstitutional restraints on all of us regarding the Establishment clause of the 1st Amendment is to treat the symptoms. But the disease has been caused by the systematic deconstruction of religious, parental and legal authority that, until the 1960s, supported our culture using the three time-honored pillars of freedom, faith and virtue.
I federally prosecuted drug importation laws in the early 1970s. Despite more and more aggressive law enforcement, drug use has continued to skyrocket. Even worse we have drug cartels larger than some countries, corrupt law enforcement, increased murders, burglaries and robberies, and every kind of vice crime in existence.
We didn't even have much law enforcement of drugs until the Harrison Act in the 1930s. But we did have freedom of religion that caused a Judeo Christian ethic of belief in God, love your neighbor, work, don't have children out of wedlock, if you're married stay married, be responsible for your own and your children's behavior. Your neighbors, not the law, would let you know when you were out of line.
That all changed when the courts in the 60s and 70s declared war on God. When we overrule these court decisions that have misinterpreted the Establishment clause of the 1st Amendment, we will naturally reconstruct civil society along the time-tested standards. Then it won't matter if drugs are legal or illegal if people are allowed to know the complete and horrible truth of the destructive effects of drugs to body and soul.
